Is this why some Americans are so annoyed about it?

working at the United States Government Printing Office who personally
hand-checked all syllables on a lazy Saturday morning.

First is the font choice obviously. The font is awful. Also it
could be improve such that the pages match the
sizing of a computer screen. If it was formatted
to match the computer screen,
I could speed read it the document without an
unreasonable number of breaks in concentration.

At least they provide a working document unlike
some of UK government sites on which the
document links fail to function.
