Return it to the Post Office. The $25 is not worth fraudulently cashing it or trying to make a statement for or against the organization.
If the original purchaser does a trace to find out what happened to it, the USPS can return the money to him or track whoever cashed it.

Actually the law says otherwise. It is a gift, and he can cash it if he wants. Personally, I'd bet it is a counterfit that someone sends out to cause trouble.

Keeping it and never doing anythign with it will be better. Then the post office won't be eager to pay him without an excessively long waiting period!

What "law" says that a misdirected money order is a "gift" to the person who received it?
