I would recommend PhotoBox:

but I haven't done a comparison, simply that these people have a good
reputation and have provided good service. We've been sending 5 - 8MP
images, using JPEGs where the file size is typically 1 - 2 MB.
If you /must/ push the file size further, I would recommend at least 250
pixels per inch, so a size of 1500 x 1000 pixels, with a JPEG quality of
25 in Paint Shop Pro. Perhaps 200KB per image.
