I think any store would allow a customer to phone in a real emergency,
but it'd be easier to borrow a cellphone.

What I have seen in stores recently is a phone that only goes to a
local taxi company - you can call to be collected with your
groceries.  The question "so how did you get to the store" has several
reasonable answers.  And presumably it isn't quite worth the company
just sending a taxi to the store to wait to be asked for.

Yes, lots of supermarkets have had those for years here.

Well, of course. You can walk to a store, or take a bus to a store,
but coming back with a whole month's grocery order the same way is not
reasonable. (If you just bought one or two bags, an amount that you
could *carry*, of course you wouldn't be spending a fortune on a cab.)

Such as, no problem walking to the store empty-handed, but the
groceries are too heavy to carry.

That's been available here for many, many years, and is a very sensible
servive. You walk, or take a bus, to the store, and then call a taxi to
get you and your heavy load home. It's a LOT cheaper than owning a car
(assuming you live relatively near a store) and a great service for
those who can't drive dor some reason.

At least one major grocery store that my mother, who no longer drives
herself, goes to allows a taxi company to park some of their cars on the
parking lot, so she calls the dispatcher from the special phone, and the
driver is at the entrance immediately. The bigger malls have taxis at or
near the doors too, at least during peak shopping times.

Sometimes taxi companies that don't have special phones put stickers
with their numbers on the few remaining pay phones in grocery stores or
malls.
