80070005 is an Access Denied message. The installed security software
(antivirus/security suite/3rd party firewall/popup/script/or cookie
blocker) is preventing the system from  " Applicability evaluation for

The setup package refered to is the latest release of the Windows Update
Agent (WUA for short).

Either use Automatic Updates or Windows Update to install the Windows
Update Agent or, download it from here and *save* it:
http://support.microsoft.com/kb/949104

The links to the WUA are under " MORE INFORMATION "
Be sure to download the one for the specific architecture of the system,
as explained in the KB.

Once the download completes close all open programs and browsers.
Stop these Service *prior* to installing it.

XP - Automatic Updates and BITS, if it's a running service
Vista/7 - BITS, if running, Windows Update

The Services can be stopped by clicking
Start > Run
type in and then click OK or press Enter

net stop wuauserv
net stop bits

Install the WUA and restart the system.
