on Vista you can use TAPI 2.x and 3.x as you like.
What programming language do you want to use?

You may want to take a look at the MS sample code from P-SDK and the JulMar
TAPI tools with open source:

Try it with MS TAPI Browser TB20 / TB3x before starting to code anything
yourself.
