Installation of webparts does not list all virtual servers

Subject: Installation of webparts does not list all virtual servers
When installating a 3rd party web part on production Sharepoint farm, the
installation program does not list all the Sharepoint IIS virtual folders
(web applications) defined for the farm.
When the install of the webparts is done on a similar Sharepoint farm on a
development server, all the relevant IIS virtual folders are listed (with
exception of Sharepoint Central Administration site).
In Central Admin on production Sharepoint farm, I am able to list all the
web applications in  Application Management->Web Application List, but the
web part intall does not list all of the web apps.
