I deleted that user from siteusr and was able to add her in another site.  
But I am still getting this error message when I add her to the site that she
wants to belong in.  We do a nightly crawl of AD profiles.  How can I fix
this?  We are on sharepoint 2003, sp2.  Thanks.

You are probably missing the second place where the user must be deleted.
