Getting 1618 error from WIX installation

When i try to install an 3rd party setup.exe in silent mode from inside an WIX MSI, it says "Error :1618 Another installation is already in progress. Complete the installation before you proceed".

But there is no other MSI that is running at this point.
I am using customaction with BinaryKey pointing to the source exe and Execute tag value is set to "Deferred".

Could someone please help?

There is another MSI install in progress if you are installing a WiX MSI
setup and you attempt to install another MSI-based setup from a custom
action. - that other one is yours. You should look at the WiX bootstrapper,
Burn.
