Any idea what state it'll be in? The link below is for May 2008,
which isn't really very useful.
There's also OSDC ([link]) the open source
developer's conference - but again, it had very little ruby in last
year's schedule, it was mostly Perl and Python with a bit of Groovy

Plenty of people are using Rails here - definitely seems to be growing
- it's being used in all manner of projects (e-commerce, SMS,
searching, hotel booking systems, online communities, etc). I think a
lot of people are using Rspec too - I am, at least.
I know there's at least a few people looking for good rails developers.

try the -c flag (cwd) - set it to your rails app base path.
Also suggest you cd to that dir, use the -G flag to write a yaml config
file, check all of mongrel's assumptions and then either change your command
line options or the config file (if you want to use one) until it works.

Sounds like a fairly standard content management system with a workflow for
approval.
Surely there'd be thousands of open source or commercial systems that would
do what you want out of the box.
I agree with everyone else's comments about the infeasibility of building
from scratch what you've described within your stated budget.

Sorry, not to be a giant prick (hi guys), but for 2000USD (2001.50AUD
as Matt puts it) its going to be very hard to work in that budget. The
initial specs will eat at that immensely. If they test it might be a
