What OS are you on? I've hadn't any probs with 2 pads on OSX. When the  
devices are unplugged, they still show in the MIDI devices as ghosted  
out, I can rename them etc. VB seems to keep track of it all.... I  
remember having one time I had to reselect the devices in audio/pad  
setup because it lost them, but I presumed it was after I renamed the  
devices.
