Subject: Reporting Malicious Downloads
I haven't found what I consider to be the best place to post this, so
I chose the Webmaster Help Group because this is where I found one of
the forms I am asking about.

The Websearch Help Group regularly has users reporting their
experiences with clicking on a search result in which the site has
been hacked and they are redirected to sites that download (or attempt
to trick them into downloading) malicious software.  Some of them are
assuming that if they post on a Google Help Group that someone is
going to take the ball and run with it.  Others actually ask about how
to report the offending sites.

vs the "Report malicious software" http://www.google.com/safebrowsing/report_badware/
form that has been posted on this site before.

Is the "report malicious software" form http://www.google.com/safebrowsing/report_badware/
the better one to use for these situations?  Or was it not intended
for the typical user who does not have access to Webmaster tools?   If
it is intended to be used by the typical user and is a better form to
use over the "Report a spam result" form, does the WebSearch Help
Center article http://www.google.com/support/bin/answer.py?answer=16162
need to be updated to include this form?

So far I haven't been able to find a Help Center article that includes
the "Report malicious software" form.
