As a seo I provide a bulk of backward link for http://www.runwayhandbags.net/
but Google toolbar show only 4 what is the reason? how i tackle this
problem?

You provide backlinks to that site?

And you think those can be considered natural backlinks?

Basically your business model is criminal - "replica" really means
"forgery".  People selling articles like this in UK markets can expect
to be arrested and fined - possibly imprisoned - and have their stock
confiscated and destroyed.

I fail to see why I - or anyone else here - should assist in the
commission of a criminal act.  I can also imagine you getting little
sympathy from Google.
