When the push came for an &lt;br&gt; amalgamation of all the separate suburban councils into a Greater &lt;br&gt; Brisbane City Council in 1925, our lad had so much input as Chief &lt;br&gt; Clerk of the Home Secretary, that it became known as &#39;Chuter`s Bill&#39;.
