What do you need in way of support? Recently I wrote a paper called "Challenging the Achievement Gap: Teaching English in Indigenous schools" it will be published in 'English in Australia' this year, so it should be out soon. In it I refer to the effects of the NAPLAN tests on Indigenous initiatives in Education. I have attached a copy, you may be able to make reference to it in developing your case. If there's anything else I can do let me know.

For a few months now a number of us have been making it known that
people affected by the "4 hours of English only" policy can submitt a
complaint against the Department through the Australian Human Rights
Commission. The complaint is possible based on the Racial
Discrimination act.

Thank you all very much for the overwhelming response that has been
received regarding the letter to the Prime Minister, Attorney-General
and Minister Macklin requesting the immediate reinstatement of the
Racial Discrimination Act 1975.

Attached is a copy of the letter, which was sent earlier this week.
