I won an interesting auction on eBay last Friday. The complete IIe system (with 2 Disk II drivers and a green monitor) came along with 37 cards which I will post later today.
When I turn on the IIe, the red LED is blinking and the computer does not start up. Is that the signs of a power supply issue?
Please reply in "French", I mean with no technical wording as my knowledge in electronics is equal to 0 ;-)

Have you tried removing *all* expansion cards from the //e prior to turning it on? If not, thats a good place to start - this will verify that it is not one of the cards and/or what they may be connected to causing the problem.
Also, by the "red LED blinking" you mean the one on the motherboard?

The //e is empty: no cards inside. The LED is the one on the motherboard.

I should add that the monitor was connected to the //e through the RCA cable. The Apple //e was not displayed.

Hmmm, I've never heard of the LED on the motherboard flashing - it does sound like a power supply problem, but I'll leave it up to the *real* hardware guys to help you with this one. :-)
If you have a voltmeter, you could test the output of the powersupply to make sure that the correct voltages are being output (the pinout of the power supply should be in the Apple II FAQ).

Which Red LED blinks? There are two:
CR1 Power LED CR2 Self Test LED
CR1 blinking indicates that the power supply is detecting a problem and shutting down then trying to restart. If this happened to me I would try another PSU on that motherboard or possibly that PSU on another motherboard. If you don't have spares, you could try running the PSU with a dummy load (which you would need to construct).
CR2 flashes if the self test is run (or the Bell sounds) with the speaker disconnected.

I replaced the PSU of the //e with another one from "the rarest //e prototype in the world" you can see there (http://www.brutal-deluxe.fr/ videos/) and the first LED was lit with no blinking. That was a nice first step.
But, my //e green monitor does not work, my //c monitor is also out of order, pfou... I need to find my //gs monochrome monitor from where it sleeps.

...or use your TV set. There should be a yellow Cinch socket on the front, for the camcorder.
