American acronym, but I think I know what you mean.
Overhead wiring earthing and similar equipment here is held by the
railway, not anyone else. As I said before, it is hard enough to train
them in (and get them to apply) basic track safety awareness, let alone
more sophisticated rail-specific things.

Laws differ in different jurisdictions. If she were in Australia, I
think she'd be able to go after the CTA on the grounds that the service
provided was not fit for purpose (Trade Practices Act), and that the
damage to her clothing and suitcase were a direct and forseeable
consequence.
I can't see her recovering lost earnings though.

Yes, but you need to have such equipment on hand and have somebody
qualified to use it. We're talking about a far greater area than WMATA, too.

So something similar to the WMATA scheme would work:
a) OCC or local disconnect.
b) Deploy WSAD with a 10 ft hotstick.
c) If it concurs the power is down; use stick to deploy one or more
shunts from the cat to the rail [or better, ground.].

WMATA here has a tunnel simulator, and runs F/RS people through
regularly. When the fit hit the shan in June, I don't recall any
discussion that shutting off the third rail was an issue.
A bigger issue underground is the FUBAR'ed radio system.

Even liable to find those in suburban houses these days. Medical
advancements are wonderful, but there are a hell of a lot of people
living by the grace of god these days (power out = immediate ambulance
call).
The first first aid course I ever attended, this was hammered home
repeatedly.

The basic principle was taught in primary school. It is the practical
application in the specific circumstances that require specialist
training. The fact that you have not a clue as to why it is specilised
training, shows how serious the matter is.

Yes agreed, I was thinking you could train emergency services personnel
to turn off the main switch at a house/standard business. Beyond that,
no way. Some locations have back up devices, inverters and/or
generators, so even if you turn off the mains, the circuitry is just as
live & potentially fatal.
