Almost every item on the WRC Agenda was discussed with a goal to find common
ground that would be supported by the CITEL countries.

Amateurs were represented by Daniel VE2KA, and Dario, HP1DJ for the IARU
Region 2. Jon Siverling, WB3ERA was on the USA delegation and Ken
Pulfer, VE3PU, Bryan Rawlings, VE3QN and Jim Dean, VE3IQ
were on the Canadian delegation.

Some subjects of interest to Amateur Radio were discussed.
On BPL, a drafting group was formed, headed by Canada and
tasked to present BPL standards for adoption at the next
PCC.II meeting in November at Washington, USA. Canada and
the USA presented Preliminary Views on Agenda Item 1.23.

A common paper was produced and adopted by the plenary that
most probably will be the basis of a joint Region 2 proposal
at an upcoming meeting.

WEIRD N WONDERFUL

BEER WASTEWATER CONVERTED TO ELECTRICITY

A research fellow explained that the new technology worked by creating a
microbial fuel cell, which feeds continuously on the organic materials
found in the brewery wastewater, turning it into electrical power.  The

process also produces clean water and renewable non-polluting carbon dioxide.

The team from the University of Queensland Advanced Wastewater Management
Centre was one of six presented with the funding by Lindy Nelson-Carr who
is the Minister for Environment.  The presentation took place at Foster'sYatala brewery.

One last thought.  If successful. this project may eventually bring new

meaning to the words going out for an 807.(ARnewsLine)

CQWW adds new 'Xtreme' Category

A new 'Xtreme' category is being added to the CQ World Wide DX Contest to
encourage the development of new technologies in amateur radio communications
in general and contesting in particular.

According to CQ WW Contest Director Bob Cox, K3EST, this new category has
been established to allow amateurs to participate in the CQ WW contest while
experimenting creatively with Internet-linked stations and other newtechnologies.

"Contesters are often early adopters of new technologies," said Cox, "and we
want to encourage this as a continuation of ham radio's pioneering spirit.
However, many of these technologies are not currently permitted in any
existing CQ WW categories.

The Xtreme category will allow these stations to compete, but only with

other stations using new technologies."

The 8th annual International Museums Weekend

Around 60 museums of all types are taking part including Australian museumson air today:

World War II mine-sweeper and escort ship HMAS Castlemaine, moored at Gem
Pier Williamstown, with Amateur Radio Victoria VK3RAN.

The Geelong Amateur Radio Club, assisted by members of the Geelong Radio
and Electronics Society has two stations, VK3DJ at the Geelong Regional
Museum and VK3ATL the Queenscliffe Maritime Museum.

And the Furneaux Historical Research Museum on Flinders Island IOTA OC195,
is activated by Gavin Barnes VK7VTX signing VK7FLI.

The 5th Aussie station is VK3APC operating from the Moorabbin District
Radio Club's own  radio museum at the combined club rooms, Turner Road,
Highett, on Sunday the 21st of June from 8am to 4pm on HF and VHF -visitors are welcome.(VK3PC + VK3AFW)

At an event in Tamworth this weekend ham wireless ops will attempt to reach
much of Australia and out into outer-space.

Radio amateurs will be setting up their equipment at Tamworth Saturday and
Sunday as part of the International Museums Weekend.

"Amateur radio enthusiasts have a very low profile in this country. The event
is a way of introducing it to the public," said Bob Williams, Tamworth Amateur
Radio Society secretary.

Tamworth Amateur Radio Society meets every Thursday at St Francis' Church,Masefield Drive.

Alleged spies, Morse code and short-wave radio

The most enduring mystery on the short-wave bands is the hundreds of numbers
stations - you may have heard them, voices reading numbers or Morse code
transmissions sending digits without a callsign or other identification.

No governments admit being responsible but these transmissions are from
the dark world of espionage and spy intelligence communications.

An interesting recent development in the United States is the case of a
retired government official with a top secret security clearance and his
wife being charged with spying for the past 30 years.

The FBI in its indictment of charges reveals it has taken possession of an
operable short-wave radio, and one of those facing prosecution knowsMorse code.

It is alleged that the pair were illegal agents of Cuba and had met former
dictator Fidel Castro.

What has been shown in the charges is that clandestine communications known
as 'numbers stations' are used by the Cuban Intelligence Service to keep
in contact with its agents.

So next time you tune into a numbers station you are eavesdropping on a
spy-related phenomena, encoded messages to agents.

FCC T-HUNTS DOWN SHOPPING MALL RADIO SYSTEM JAMMER

Every once in a while, the FCC hits a home run with outstanding direction
finding work leading to an important find.  The case of  Kevin Bondy, the
licensee of station WQGX752 who now faces a $24,000 fine is one of
those.  Amateur Radio Newsline's Bill Pasternak, WA6ITF, said that according
to the CGC communicator, the case involves a dedicated and industrious jammed
causing wilful and repeated interference to the radio channels licensed to
The Oaks Shopping Centre in Thousand Oaks, California.

Its also the story of an even more dedicated FCC agent determined to get
his man and the FCC release has the full story.

The security manager also told the agent that the rather brazen jammer had
told shopping centre to stop using 461.375MHz which is the security repeaterinput frequency.

On March 5th the Los Angeles agent T-hunted down the source of pulsating
signals   to   a  repeater located within a secured radio communications
facility on Oat Mountain.  That's a 3000 foot hilltop in the Santa Susana
Mountains that's very popular with two-way radio users.

While atop Oat Mountain the agent observed radio equipment which he found
was the source of the pulsating signals and a beam antenna connected to it
pointed in the direction of Thousand Oaks.  There seemed no doubt that this
set-up was intended to interfere with normal transmissions on the shoppingcentres frequencies,.

Fast forward to March 6th.

Personnel from the shopping centre engaged unknown operator into a QSO.

The agent was hard at work T-Hunting and at approximately 7:30
p.m., he hit pay-dirt.  This, when he found the  originating source of the
transmissions to be a vehicle located in the National Park Service parking
structure across the street from the shopping centre.

At this point the Ventura County Sheriff's Department secured the area and
identified the subject as Kevin W. Bondy.

And now it has literally become time for Bondy to pay the proverbial
piper.  In its May 14th Notice of Apparent Liability issued to Bondy, the
FCC says that his violations of the Communications Act warrant his beingfined $24,000.

Hope shrinks for the humble chip.

For more than 40 years the silicon industry has delivered ever faster,cheaper chips.

The advances have underpinned everything from the rise of mobile phones to
digital photography and portable music players. Chip-makers have been able
to deliver many of these advances by shrinking the components on a chip.
By making these building blocks, such as transistors, smaller they have
become faster and firms have been able to pack more of them into the samearea.

But according to many industry insiders this miniaturisation cannot continueforever.

"The consensus in the industry is that we can do that shrinking for about
another ten years and then after that we have to figure out new ways to
bring higher capability to our chips," said Professor Stanley Williams ofHewlett Packard.

Even Gordon Moore, the founder of Intel and the man that gave his name to
the law that dictates the industry's progression, admits that it can only go
on for a few more years.

"Moore's Law should continue for at least another decade," he recently told
the BBC News. "That's about as far as I can see."

HELPING THOSE WHO REALLY NEED IT

"Helping Those Who Really Need It" is the title of an interesting article
in the June issue of CQ Magazine dealing with the changing landscape of

amateur radio emergency communications.  Authored by former police and fire
chief Jerry Boyd. N7WR, the article explains the way in which non
government organizations such as hospitals, bus systems, schools and
independent municipal agencies may be the new clients that will be looking
to ham radio for assistance in coming days.  Boyd points to the
California-based Hospital Disaster Support Communications Service as an

excellent example of a ham radio support group that serves a specific

D-STAR update

The Mt Macedon VK3RMM facility north-west of Melbourne is now servicing a
phenomenal, but not unexpected wide coverage area.

This following the full commissioning of its 2-metre, Digital Smart
Technologies for Amateur Radio repeater.

The VK3RMM 70 centimetre D-STAR repeater that first went on air in February
continues to get good reports.

The project began with repeater modules donated by ICOM Australia, a few
individual donations, volunteer support, with the rest of the considerable
expense being borne by Amateur Radio Victoria.

More recently the 2-metre D-STAR repeater has been turned on with good quality
signals throughout the greater Melbourne area, to Berwick in the east, Geelong
in the west, Bendigo, Shepparton and Echuca on the New South Wales border.

The internet gateway is now being initialised and tested for the next phaseof this project.

RS-15 beacon on 10 metres

The 10 metre beacon on the RS-15 Amateur Radio satellite is still going
strong over 14 and a half years since it was launched.

RS-15 was launched on 26th December 1994. Its 145 to 29 MHz linear
transponder has ceased operation, however, from time to time the 10 metre
beacon can still be heard.

Most commercial low earth orbit satellites cease operating after a few years
and it is a reflection on the very high standard of amateur satellite design
and construction that amateur satellites such as RS-15 can last so long.

Last night was a very successful film and social night at the Clubrooms

and this was arranged by our
President Paul vk2EX. There  was a great BYO, BBQ which was well
attended, 2 movies, gourmet coffee,
raffle etc and a good night was had by all.  It was great to get
together with other members for a grand time.

Next Saturday 27th June, there will be a General meeting  10am at the
Clubrooms followed by a BBQ and we
look to as many members as possible to come along and find out what is
happening at the Club.

The Alara Birthday festivities will be held once again at the Clubrooms

on Saturday 17th July 2009.  We look for as
many Alara Ladies as possible to attend the party, which commences at
11.30am.  OM's are welcome and there
will be a BBQ for them at a cost of $3 and proceeds will go to the
club.  There will be a raffle which has been kindly donated.

To all the people who returned their survey forms to help prepare a submission
for the WIA, a big thank you from GCEG. It is heartening that so many members
have taken the time to think over how we, the amateur community, can
contribute to growing our hobby. One thing that seems apparent from the early
reading of the forms is that there still remains confusion about the new
federal structure of the Institute and long term amateurs as well as newer
amateurs find it hard to differentiate between the way things were and how
they operate today. This would seem one area that both at club level and
national level we must explain ourselves better.

It is said that a picture is worth a thousand words and it might be something
to ponder on whether a chart or other graphical poster would more simply
explain how our hobby structures itself in VKland.

The Monday night net, once again had a good roll up and one topic that flowed
on to discussion after the net had officially closed was the possibility of
having a Fraser Coast/Wide Bay Net on HF. With the growing numbers of people
getting licences between the Sunshine Coast and Bundaberg areas. Harvey,
VK4AHW, SCARC area Trainer and Assessor, was one person who feels that such a
net would benefit new amateurs, especially F-calls in getting familiarity
with HF operations as well as introduce them to other amateurs near to them.

A reminder that the next meeting of GCEG is on Thursday 2nd July next in the
basement rooms of Leading Edge Electronics and that the Monday night net is

Hello I'm Ray VK4CF with news from Redcliffe Radio Club.

The club's AGM was held last Monday 15 June  2009 with some 55 club members
present.  It was pleasing to see many partners also present at the meeting.
The new committee was voted in with David VK4DC re-elected  club president,
Peter VK4TAA re-elected  secretary  and Sam, VK4MAS, replacing  Glenn,VK4FZas treasurer.

The meeting passed a vote of thanks to Glenn VK4FZ, the retiring treasurer,
for his long hours and much hard, "behind the scenes" work over the last
5 years.  Glenn also was awarded a certificate of appreciation for all his
work for the club including his work during field days as well as treasurer.

The top award of the night was the Peter Garrison Shield which was presented
by Charlie VK4YZ, to Allan VK4KZ for his re-writing of the advanced licence
training course and his outstanding performance in the training of some 25
foundation and 10 advanced licence holders over the last 12 months.  Allan in
his reply speech said that the award was also due in part to the constant
support that he had received from club members including Ken VK4FKEN and a
dedicated team of WIA assessors.  He thanked all for the award.

Other award winners were Charles, VK4BTC, Peter, VK4EA, John, VK4YJV,
Peter VK4TAA, and a duel award to Gary, VK4FGAZ and his wife Anita.  There
was also a proposal to award life membership of the club to Andy, VK4KY.
David, VK4DC outlined the work Andy has done for the club over a number of
years and the meeting agreed to the proposal with standing applause.

David VK4DC, also advised the meeting of a proposal to hold a car boot sale
later in the year (when the days a little longer and also warmer).  All local
Brisbane clubs will be invited as well as all amateurs in the area will be
invited to attend.  More details in the future, so don't dispose of your junk
as they could be someone's treasure later in the year.

The evening concluded with an unexpected thunderstorm and a fantastic supper
with a large range of cakes and biscuits which was enjoyed by all the membersand their families.

Despite a few hiccups, there was a great response to the efforts of club
members who provided communications with the Sunshine Coast Radio club for
the Great Queensland Bike ride.  Noel VK4NL, the communications organizer for
the bike rally, passed on his thanks and the thanks from the organizers as
well for the support provided by club members.
