You are making too many assumptions: that all these Lebanese teens are
Muslims. They could also be Christians, can they not? If there is gang
activity, I say bust these guys. But I suspect that there is more to
this story than what the author of this article are leading you to
believe. There is a lot of open racism in Australia---at least that's
what I have heard from people who have lived there. So it could be
that some white Australians made a claim that it was their beach, and
these Lebanese youths were retorting that, no, it was their beach. I
think you need to do bit more research on this story and not
stereotype.
