Rein firm faces fraud inquiry

A JOB agency owned by Labor leader Kevin Rudd's wife is being investigated over
fraud allegations for the second time in three years.

The Australian Federal Police are examining whether Therese Rein's company
WorkDirections improperly claimed Commonwealth Job Network payments.

It is believed the probe began just weeks ago.

It also emerged yesterday that WorkDirections repaid Commonwealth funds after a
separate fraud investigation in 2004.

That investigation followed a former employee's allegations that he was told to
claim Commonwealth payments for 23 jobseekers who had found work on their own.

Therese Rein's company is also the subject of a separate probe by workplace
authorities, which began this week.

The Office of Workplace Services probe follows an exclusive report in the Herald
Sun revealing workers were put on contracts that stripped award conditions for
45c an hour.

The latest fraud allegations were first raised in the The Bulletin magazine in
February, and relate to a number of the firm's Sydney offices.

A Senate committee was yesterday told by Department of Employment and Workplace
Relations legal counsel Jeremy O'Sullivan: "Those matters were referred to the
AFP, and they are subject to a current AFP investigation."

The committee also heard that investigations relating to the 2004 allegations
eventually ruled out fraud. But the company repaid Commonwealth money.

Mr Rudd was applauded by Labor MPs yesterday for his handling of the affair.

But Prime Minister John Howard told Coalition MPs that the issue was not about
"modern marriages or conflicts of interest", which was how Mr Rudd had sought to
portray it.

Also yesterday, a spokeswoman for WorkDirections' parent company, Ingeus,
admitted that repayments to 58 underpaid workers were not related to the 45c
contract.

Consequently, any under-award payments as a result of that contract are
apparently yet to be remedied.

The company, and Labor, initially said it had inherited wrongly classified
workers from the former owner of a Melbourne job agency.

In an interview on ABC television on Monday night, deputy Labor leader Julia
Gillard said: "There is obviously an honest mistake here about award compliance,
and that is why restitution is being made."

The Ingeus board yesterday endorsed the sale of its Australian operations, which
Ms Rein announced at the weekend.

An AFP spokeswoman confirmed last night that its investigation into
WorkDirections was continuing.
