Er ... no its not. Look closely at the signs on the lanes in this link -

But there's a problem here.

Click on "Satellite" in the top right and then select "Show labels". The bus
lanes don't start until the road becomes the M2. The original article says the
incident happened on the T-way at Seven Hills. Seven Hills is further on to the
west.

After that it eventually becomes the M7 to the north of Seven Hills.
